CI: fix cleanup_runner gating (follow-up to spec 003)

- cleanup_runner now gated to tag pipelines and scheduled pipelines only
- Plain branch pushes (feature/dev/main) no longer trigger empty cleanup
  pipelines — honours spec § Edge Cases
- No application code changes

Re-running the full pipeline (build:apk + release + cleanup_runner) to
verify gating behaves as designed.

Release v1.11.51-dev

CI: runner hygiene (spec 003-hydroapp-ci-runner-hygiene)

- New cleanup stage runs at the end of every pipeline (when: always)
- Disk-pressure aggressive cleanup at DISK_NUKE_THRESHOLD_PCT (default 80%)
- Age-based dependency-cache pruning at CACHE_RETENTION_DAYS (default 7d)
- build:apk now detects Flutter/Android cache corruption and retries cold once
- Decoded keystore wiped at start and end of every pipeline

First pipeline against the new cleanup_runner job — operator verification
per quickstart.md Rehearsals 1-4.
